Here is a rule most emigrants discover at exactly the wrong moment. You worked your insured years in Albania. You qualified. The pension is yours, calculated, approved, accruing every month. And if you live in a country that has no social security agreement with Albania, the money waits for you in Albania, because Albanian law pays old-age pensions only inside the country unless a bilateral agreement says otherwise.
For an Albanian retiree in Toronto, London, Athens or New York, “your pension is ready” means “your pension is ready in Albania.”
How it works in practice
The pension is disbursed in Albania, historically in cash through Albanian Post, increasingly into a lek-denominated Albanian bank account under the basic payment account law. It is not wired to your bank in the country where you live. Your options are three:
Collect it yourself when you travel. Arrears are paid out when you show up, with indexation and the year-end bonuses included, no extra documents needed.
Authorize someone. With a legal authorization (prokurë) — which runs for a limited period and has to be renewed — a family member or relative in Albania can collect on your behalf. This is how most emigrant pensions are collected today: by a sibling or a child, at a post office window, on someone else’s errand day.
An Albanian bank account, which you or an authorized person still operate from within the Albanian system.
And one clock to respect: accumulated pension can be withdrawn at any time, but within 36 months. Let more than three years pass without collecting, and the months beyond that window start lapsing. Miss enough time, for illness, for papers, for a pandemic, and you lose money you already earned.
Who this hits
Not the people covered by agreements. Albania has bilateral social security agreements in force with Italy, Germany, Austria, Belgium, Luxembourg, the Czech Republic, Hungary, Switzerland, Turkey, North Macedonia, Kosovo and Canada, and those agreements provide for exportable benefits.
It hits everyone else, which includes the three loudest absences:
- Greece, the largest diaspora, no agreement and none before 2030 at best
- The United States and the United Kingdom, both only on the list of seventeen countries Albania says it is negotiating with
- Spain, France, the Nordics, Australia, and most of the rest of the map
An Albanian who retired to be near her grandchildren in Chicago is in the same position as one in Athens: the state will pay her pension to a post office in Lushnjë, and it is her problem to go get it.
The comparison that should embarrass someone
In April 2026 the government advanced a bill — still before Parliament as this is written — to exempt foreign pensions from income tax for people who move to Albania, explicitly to attract retired emigrants and foreign pensioners into the “silver economy.”
Put the two policies side by side. If you bring a German pension to Albania, the state will waive its taxes to welcome you. If you earned an Albanian pension and live in Germany’s neighbor without a treaty, the state will not send you your own money. Foreign pensions are courted. Albanian pensions are held hostage to geography. Both policies were written by the same class of officials, and both make sense the moment you notice who votes where: pensioners inside Albania vote in districts that elect MPs, and pensioners abroad elect no one.
What to do now
If you are near retirement abroad: file for the Albanian pension when you qualify rather than leaving it dormant, set up the prokurë for a person you trust while you are next in Albania (or through the consulate), and put a reminder on the 36-month clock.
If you are years away: check your Albanian contribution record now, and if you are short of the 15-year minimum, look at voluntary contributions, which Albanian citizens can pay from anywhere at a flat monthly quota. Fifteen insured years is the difference between having this problem and having nothing to collect at all.
If your country is on the negotiation list: the US, UK, Greece, Spain and others are, in principle, in the queue. Queues move when someone is accountable for them. Nobody currently is. That is not a metaphor, it is a job description that does not exist, and creating it is the single demand of this movement.
Give the queue someone who has to answer for it. Add your name and your home district — get counted as a voter, not just a supporter.
